Hyper-V Error, "Cannot Connect to the Virtual Machine"

I have a brand new computer and I'm trying to get a Hyper-V virtual machine up and running but i keep getting the error, "Cannot Connect to the Virtual Machine". I have enabled virtualization in the BIOS. I can see the machine in the Hyper-V Manager window boot up, but cannot connect to it. I have also created internal and external switches. I've tried multiple operating systems all with the same result. Any ideas how to troubleshoot this?

    According to the error message you provided for this issue, it is recommended that you first open the registry and check whether the listening port in the following path is correct:

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Virtualization

    Try installing and using Windows Admin Center instead of Hyper-V Manager to connect to and manage your virtual machine console.

    Alternatively, depending on the OS running inside the virtual machine, you may try to connect to it using remote management tools like RDP or VNC. Just make sure your networking works as expected.
