While updating notepad ++ in the virtual machine , I am seeing following error. Please suggest what could be the cause for this and fix this?

The main cause of this and other similar issues related to SSL/TLS errors is incorrect security settings in Windows Registry located in
HKLM SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL. The easiest way to correct SSL/TLS settings is IIS Crypto utility disabling all obsolete protocols, ciphers and leave TLS 1.2, Triple DES, AES ciphers along with SHA hashes only. After changes and computer reboot the error SEC_E_ILLEGAL_MESSAGE (0x80090326) was gone.

which team easily would take care of this. I am from devops. are you saying change SSL settings in the registray? could you please provide me screenshots which you referring?

I haven't seen it when installing notepad but it is just a curl call that is failing. It looks like something in the underlying network isn't allowing the connection but it is hard to guess. It could be caused by firewalls, proxy settings etc.. that's where I would start.

Could you please clarify my 2 follow up questions:
1.
If it is firewall , do i need to verify any firewall which is blocking? if so what is the domin name I should see in block list when look for vm name?
2.
how do we find out What url is notepad++ hitting to update?
I have to say I just don't know. This isn't something I have seen elsewhere but have to admit that I generally don't use Azure VMs as a desktop so probably wouldn't see it. I don't think it is something you'd see with a vanilla deployment so by that logic it must be something already in your environment.
How is the vNet your VM sits on configured?: Does it have additional NSGs or additional firewalls configured and if so is that performing TLS inspection?

Maybe it would be helpful to post some more info.
It looks like you have downloaded and installed notepad++ and are attempting to update it. What version are you running and could you use the same process to download and install the updated version rather than use the embedded update? (that could avoid any issues with proxies or application based firewall rules)
I don't know specific NSG/firewall rules but again I could guess at anything blocking ports 80/443 and anything explicitly mentioning SSL/TLS. That extends to any firewalls (do you have Windows Defender firewall enabled on your VM?).
Do you need to use a proxy server? If you have details for a proxy in your environment then you will need to configure Notepad++ proxy settings with that.
Like I keep saying, I don't know have a definitive answer, I'm just suggesting where I might start with this.
