MSI application not uninstalled properly after update to latest windows 10 version

We are facing an issue while uninstalling an MSI application on Windows 10 version 22H2 (OS Build 19045.4291). When attempting to uninstall the MSI while it is running in the background, we receive the following error message:

"Error 1001. An exception occurred while uninstalling. This exception will be ignored and the uninstall will continue. However, the application might not be fully uninstalled after the uninstall is complete."

After clicking OK in the error dialog, the application is partially uninstalled and removed from the Control Panel's "Programs and Features", but other associated files are not removed. After this, we are unable to completely uninstall or remove the installed MSI.

This issue only started occurring after updating Windows to the latest version. In lower versions, we did not encounter this problem.

We have checked on a normal PC with the latest Windows version and the same issue occurred, and we did not set any group policy.

    Because a previous installation of the program was corrupted or because the Windows installation was not in a normal state (for example, the registry has been modified by malware). In this case, the user is unable to uninstall, repair (reinstall) or upgrade the software on the system and receives the following error: "Error 1001". You can try the following steps to fix it.

    1. Download Microsoft’s Program Install and Uninstall FIX.

    1. Run the downloaded file "MicrosoftProgram_Install_and_Uninstall.meta".
    2. Click Next.
    3. Then if you encounter Error 1001 when installing or uninstalling an application (such as a program encountered when uninstalling).
    4. It will then show that the problem is being detected. When the detection is completed, select the program that needs to be uninstalled and click Next.
    5. Then click Yes to try uninstalling.
    6. In the last interface, verify that the repair status is "Repaired".
    7. Close "Program Install and Uninstall troubleshooter".
