Problem was resolved when we changed the Unattended license to a normal one.
Microsoft 365 E3 - Unattended License and VDI usage
We're deploying office365 on a windows10 VDI environment
We have 100+ 'Microsoft 365 E3 - Unattended License'
About 1 in 3 users can't activate their office licence in de VDI environment because it can't find the VDA license.
Can this be due to the wrongly provisioned 'Unattended Licence' (we want a 'normal E3')

According to the PDF "Microsoft 365 Unattended License Overview" and blog "New licensing options for Microsoft 365 for unattended scenarios", I personally found the following points.
- Microsoft 365 E3 - Unattended License seems to be used for the bots which use Microsoft 365 apps in business processes.
- A computer which is used by a user and has an active unattended bot for some automation, requires two licenses. One is the regular User Subscription License for the user, the other is the specialty license for unattended use.
So, were your users assigned the licensed account to activate Microsoft 365 apps?
