Is there a way to restrict external sharing to internal users on SharePoint sites for the whole environment, but then allow some sites to accept external users on a case by case basis?

I am working with a customer who would like to restrict external sharing for all SharePoint sites by default to only internal users. After this is achieved, the customer would still like the ability as admin to open some sites up to having new external users.

Currently in SharePoint admin, you can restrict external sharing but if you do that, new sites can't be changed to be more permissive than the tenant level wide setting even by a site admin.

Any help is appreciated thanks!

    Thank you for posting in this community.

    Microsoft's official documentation for SharePoint clearly states that external sharing settings at the site level must be consistent with or stricter than those at the organization level.

    Therefore, we cannot set a site's external sharing setting to accept external users when the entire organization's external sharing setting is Internals Only.
