    I think it is a poorly worded question (actually it's quite confusing altogether) The lesson page you refer to here actually states:
    "The declarative approach abstracts away the methodology of how a state is achieved."

    When you read that next to the question:
    "Which of the following choices represents when using this approach the methodology of HOW a state is achieved is abstracted away?"
    I'd say the answer is declarative.
