Windows Installer and Windows Update Issue

I have a Windows Update that is old that won't install and in fact is not even needed as newer updates did install of Visual C. It is, "Security Update for Microsoft Visual C++ 2008 Service Pack 1 Redistributable Package (KB2538243)." It stays 0 percent. Also, and perhaps not related, I get the below when login but after hit okay it goes away until login again:

"Windows installer - This installation package could not be opened. Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid installer package. This happen when tried to a first unsuccessfully install Windows 11, but now it is successfully installed but still get this every time login. PLEASE HELP on these two issues.

    Hello,

    Regarding the first issue, KB2538243 is not needed, which was released in 4/4/2012.Too old and has been replaced by new updates.

    Regarding the second issue, check the Windows Installer service. Make sure the Windows Installer service is running. If it has stopped, start it. You can do this by following these steps:

    Click Start in the taskbar and enter "services" in the search box to open.

    Find "Windows Installer", and if it's "Stopped", right-click and select Startup.
