Login authentication loop

Question

I am an organization administrator and no administrator has MFA enabled, but let me add the authentication message today. I followed the steps to add the phone verification and later logged in normally. But when I shut down the computer and logged back in, the phone verification didn't work, and a pop-up window popped up asking me to download the Microsoft Authenctator.Is there any update now? Very complicated every time.

You should create a new policy under "Microsoft EntraID Conditional Access".
