Based on the information shared by you, I understand that your Azure subscription is disabled, and you are unable to make payment. Your situation demands an Azure account enablement, can only be solved by Azure billing and subscription management support. Please create a support request to Azure billing and subscription management team and they will help you enabling the account and making the payments.

FYI: Azure Billing and Subscription Management support is included in the Basic Support Plan without any charge.
