Why is ZRS Redundancy only available for Recovery Services Vaults in some subscriptions, but not all?

When creating a new recovery services vault, the options for redundancy are LRS, ZRS, and GRS in some Azure subscriptions, while in other subscriptions only LRS and GRS are available. Both subscriptions reside in East US and have similar resources deployed. Is this a bug in the portal or does it have something to do with zonal resources being present in the subscription triggering the availability of a ZRS Recovery Services Vault?

Based on the information shared, I understand that one subscription has Recovery Services with all the redundancy options enabled (LRS, GRS, ZRS) while the other one has only LRS and GRS.

The availability of ZRS for a Recovery Services Vault depends on the region and the availability of zonal resources in that region. ZRS is only available in regions that support availability zones, and it provides higher durability and availability than LRS or GRS.

If you are seeing different options for redundancy when creating a new Recovery Services Vault in different subscriptions that are both in the East US region, it is likely that one of the subscriptions has access to zonal resources while the other does not. This could be due to a difference in the subscription type or the resources deployed in the subscription.

To confirm whether zonal resources are available in a subscription, you can check the Azure documentation for the region in question. The documentation will list the available redundancy options for each service in that region, including Recovery Services Vaults. If ZRS is not listed as an option for a particular region, it is not available in that region.

Worked with Azure Backup support directly. Correct answer for anyone that stumbles onto this post is to register the Microsoft.RecoveryServices provider in the subscription in question. That allowed ZRS storage redundancy to populate when creating a new Recovery Services Vault.
