Based on the information shared, I understand that one subscription has Recovery Services with all the redundancy options enabled (LRS, GRS, ZRS) while the other one has only LRS and GRS.
The availability of ZRS for a Recovery Services Vault depends on the region and the availability of zonal resources in that region. ZRS is only available in regions that support availability zones, and it provides higher durability and availability than LRS or GRS.
If you are seeing different options for redundancy when creating a new Recovery Services Vault in different subscriptions that are both in the East US region, it is likely that one of the subscriptions has access to zonal resources while the other does not. This could be due to a difference in the subscription type or the resources deployed in the subscription.
To confirm whether zonal resources are available in a subscription, you can check the Azure documentation for the region in question. The documentation will list the available redundancy options for each service in that region, including Recovery Services Vaults. If ZRS is not listed as an option for a particular region, it is not available in that region.
