My son is trying to create a free account on Azure to study Databricks, but it says he is not entitled to a free account and my international credit card is always declined. Strangely enough, in my opinion, he accepted it without any problems. We've tried everything we can to unlock it, but to no avail. All the suggested procedures did not resolve the problem. As he doesn't have a school email, it's also difficult for him to create a student account. Do you have an email address where I can contact Microsoft to ask for help?

Could you explain it to us better? He is studying computer science and purchased a Databricks course on the coursera platform. The course is 30 hours long and he needs a week to complete the course, but for that he wouldn't want to pay for access, especially since the intention is learning.

yes as long as the email-id and other information are unique you can create more than one trial account for another 30 days/$ credits. I believe 30 day window would help to complete the course. Even if you badly want the trial account post 30 days you can convert it into pay-as-you-go model and use.
