Here are a few steps you can try to resolve the issue:
Press Windows logo key + V to open clipboard history clipboard history and see if the items you want to paste are listed there. If they are, try click them directly from this clipboard history window to the place you want to paste. Or click on the ellipses (…) button in the item’s card, then select the "Paste as text" option. This should paste the content without any formatting. Or You can clear the clipboard history.
Try booting your computer in Safe Mode and check if the copy-paste functionality works there. If it does, there might be a software conflict causing the issue in the normal mode.
Ensure your system is up-to-date with the latest Windows updates.
Check if the issue is application-specific, if you're using Office applications, go to File > Options > Advanced, and in the Cut, copy, and paste section, ensure the "Show Paste Options button when content is pasted" is selected.
