Absolutely no and you also don't need any SQL Server licenses, the SQL Server Express edition is completely free, also for commercial use.
Windows 11 Microsoft SQL 2022 Express Edition
Hey, currently in work we have PC with Windows 11 Pro license which is used as small "server". Here we have installed MS SQL servers. We want to add new software database into MS SQL 2022 Express Edition but software creator said we need Windows Server License in order to use SQL Express in local network so client computers can connect to our "server".
Do we really need an Windows Server license for this?

As Olaf says, SQL Server Express is free for use in production. It is only limited in resources compared to the paid versions (standard, web, enterprise, etc.).
