How to restore deleted web application in SP2019 and also restore deleted site collection associated with it?

I have one concern, How to restore deleted web application in SP2019 and also restore deleted site collection associated with that web application?

Did you make a backup (Windows backup or Web application backup) before deleting the web application?
If you have a backup, you can restore the deleted web application along with the associated contents via the steps in this article: Restore web applications in SharePoint Server.
If you don't have a backup, I'm afraid there is no way to restore it.
