ADR residency licenses

i need to buy ADR licenses for one of my customers, to allow MS to migrate data from EU DCs to UAE DCs.

I just need to know the status of ADR licenses, from next year onwards, if after doing data migration, if i still need to renew the licenses or no need anymore,

and the licenses should be only purchased as only one time.

The Advanced Data Residency licenses are typically purchased as a one-time acquisition.

but the thing i cant find where it js mentioned that its a one time purchase requirement and this is what is confusing me. Customer is asking for official articles
