Black screen with white dotted circle, can't access Safe Mode

Question

Per the title, I turn on my computer and am greeted with the white circle on black background. There is no Windows logo, or anything else. I tried plugging in the original media I used to install Windows with no success. Any ideas? Thanks for your time!
