SCCM client cache error

I have an issue running a TS that was pushed to a machine. the current CCMCache size is 21GB. the TS is 6GB. The error in the CAS log says the content is 22GB, but the only space available is 21GB.

I resized the CCMCache to 31GB in the SCCM console client settings. Invoked CM client actions. Cleared the Cache Via powershell. CAS log confirms CacheManager shows 0 bytes used, 0 total items.

I click install in the software center. The TS fails to start the install again.

The CAS log NOW says the content is 32GB, and there is only 31GB available in the cache. (same package as before)

What's going on?

    What is the percentage of disk for maximum cache size did you set?
    The client cache size expands to the maximum size in megabytes (MB), or the percentage of the disk, whichever is less.
