How to find and install MSIX Packaging Tool on MS Server 2016 (normally in standard Win10 you can find it in Windows Store).

The MSIX Packaging Tool is typically available from the Microsoft Store for Windows 10 and Windows Server 2019. However, Windows Server 2016 does not have direct access to the Microsoft Store.
You may upgrade to Windows Server 2019.
