how to create new user in Entra ID

please as a global administrator on eligible assignment, i have been trying to create a new user in my organization without success because the create user option in the user information is action only the invite option is active. please advice. thanks.

    Based on your description, you currently do not have permission to create the user. The role needs to be activated before you can perform this operation. Once you activate your Eligible role, it will show under the current role assignments tab.
