lost access to authenticator app and now cannot login to outlook.com email

Hello,

Locked out of my Outlook.com account with two step security verification on

I had to reformat my computer after about 6 months and have an outlook.com email address. This email address was linked to my office 365 account with about 13 gigabytes of data on OneDrive that I really need access. Also, this account is linked to my Microsoft developer account for the Microsoft store where I have an app live in the Microsoft App store.

It had turned on 2 step verification, had my other email address as my security info. I think the authenticator app was also linked, but it is not longer an option. The only security option to reset my password that is available is my backup email email that I can still get codes sent to.

I forgot my password since I didn't login as its stored on my phone and computer. However I was safe as I still had the 2 other security info options. Today I accidentally deleted the Authenticator app while trying to setup for another different account for higher education. I am now locked out of my email account, Microsoft developer dashboard, and my essential data that was backed up to OneDrive before reformatting. Now I only have only one security option: my email account that receives the codes no problem.

So I tried to sign in. Clicked forgot password. Then clicked the email option. Typed the code sent. As the 2 step verification was on, I still had to verify a last time but all my options were exhausted . So I clicked "I don't have access to the above". I was asked if I had the recovery code. I selected "no". Then the websites asks me to enter a new password. After entering a new password and pressing enter, there is an red error message that states, "We couldn't change your password because your session expired. Please try again."

I have been trying to reset my password multiple times for a few days now with no luck. However I am still logged in on my phone and can access my email.

I tried to fill out the account recovery form multiple times, but the answer is always an email back saying:

" It looks like you just used the Microsoft account recovery form (https://account.live.com/acsr?mkt=en-US) to request a password reset. Because you've turned on two-step verification for your account, we ignore these requests but wanted to let you know.

If you're having trouble signing in, go to https://account.live.com/ResetPassword.aspx?mkt=en-US and reset your password using security info such as your phone, alternate email address, or authenticator app."

(1) So I am in this stuck here in this situation. I am not sure I will ever get my developer account account back where there is an app live in the store right now that needs my attention. How will this work, and will I get access to recover my account? I have called the support number phone multiple times with no luck.

(2) If no, I'd need some help with the app store item.
