Sorry to hear you have some challenges with the free subscription.
It's hard to understand why you run into this and I have limited experience with the free account.
There are a couple of thing you could try.
First, open the Azure portal in a in-private session so you know for sure the right account is used.
If the account is used for multiple subscriptions (like other companies), try to change the Directory (seen in the upper right corner of the portal):
Next, but I'm nor sure if this is available in a Free account, try to open the 'Subscription' page within the portal. Hopefully, you get more billing details there.
Last but not least, you could try the chat at https://azure.microsoft.com/en-us/free:
It seems Billing support is offered.
