We are hybrid. My users are in exchange online. We have two exchange 2019 hybrid servers. On the exchange servers, is there a way to stop the OWA sign-on page from displaying or present a different page. Thank you.

Based on your description, I would like to further confirm your question.
1.Do you want to realize that users can log in to OWA but will not be presented with the login screen?
2.What do you mean by “present a different page”? Are you referring to customizing the OWA login page?
Based on my personal experience, if you want OWA to log into the mailbox but not show the login page, it usually means you want to implement SSO.
You can configure ADFS to automatically log in when accessing OWA. For more information, please check How to setup Microsoft Active Directory Federation Services [AD FS] - Virtually Boring

OWA is disabled for the users. My Company does not want the sign on page to appear if the URL is used in a browser. I wanted a maybe "not available" page. Thank You.

Based on your description, I understand that you do not want to display the OWA sign-on page or show other pages.
You can set this up in IIS.
Here are some steps:
2.Add a URL.
3.Select HTTP Redirect.
4.Select the Redirect request to this destination option. Enter the additional URL you want to display.
5.Click apply, then a different page will appear.
