How to resolve the Google rejection due to no PTR from Outlook.com address.

I am trying to send an email to a Gmail account and the email is being rejected due to no PTR record. I have tried several times. It only happens with Gmail.

When sending the email from an outlook.com address I receive this message

"Your message was rejected by gmail-smtp-in.l.google.com for the following reason:

 

     5.7.25 [213.120.69.25] The IP address sending this message does not have a

     5.7.25 PTR record setup, or the corresponding forward DNS entry does not

     5.7.25 match the sending IP. As a policy, Gmail does not accept messages

     5.7.25 from IPs with missing PTR records. For more information, go to
