How to Upload Custom Event Data to Bing Ads Pixel via API without MSCLKID and Attribute it to Campaigns?

I have a question regarding Bing Ads and its capabilities around the upload of custom event data to the pixel via API and attributing this data to campaigns. This is a feature that Meta (Facebook) Ads currently supports, and I'm wondering if Bing Ads offers something similar.

We receive order data from our retailers, which includes hashed email addresses, hashed phone numbers, IP addresses, etc. Based on our analysis, we aim to create several custom events and custom conversions. Additionally, we want to attribute this order data to the campaigns we create.

For example, we have identified a group of customers with the attribute "NewToBrand_XXXX" and would like to share this data to create custom audiences and optimize our campaigns accordingly.

I've gone through the Bing Ads documentation but haven't found a clear method to achieve this functionality.

I know we can do

  1. Custom events through UET tag.
  2. Creation of custom conversions based on custom event rules.
  3. Uploading of hashed user emails and phone numbers through UET tag to improve matching performance.

but I want upload event only with hashed user emails and phone numbers without MSCLKID , and attribute events to campaigns Does anyone have experience with this or know if Bing Ads supports it? If so, how can we implement it?
