Based on the information shared, I understand that you received an email about Azure subscription being cancelled and you are unable to create a support ticket to re-activate your subscription. This issue requires investigation by Azure subscription management support team at your account level. They can be reached only through a support request. Since you are unable to create a support request, I suggest you try the following options:
