Does this issue occur with Word?
I suggest you try following steps to troubleshooting:
- Click "File"> "Account" > Account Privacy, "Manage Settings" > Tick the box of "Turn on connected experiences" or other options of connected experiences > "OK". Then restart the Excel to have a check.
- Please press and hold on Ctrl key, click or double-click Excel icon, until Excel asks do you want to start it in safe mode, then please release Ctrl key and click "Yes". Go to Safe Mode, then check this issue.
- Check the Internet connection. You may change the internet environment, for example, connecting to a mobile hotspot. If there is any proxy or VPN connection, you may disconnect it temperately.
