Why would my Python Web App on P1V3 plan have a high persistent response time when no one is using it (always on is enabled) ?

Hi
I have a P1V3 App service plan with React App and a Django Rest Server on that plan. Around 8 pm to 6 am when not many people are using the service the response time is still quite high and is persistent across the timeframe. There are no ghost process, the database doesn't report high usage. Always on is enabled on both the Web Apps, any ideas what could be causing this issue ?
