I have win server 2022 21h2 (hardware hp & vm )and kb5037782 failed with error installation failure: Windows failed to install the following update with error 0x80071ab1

I noticed that there is a conflict between kb5037782 (security update 2024) vs KB5008223 (security update 2021) and after removing KB5008223 now I can install kb5037782 manually normally

and I searched on and found KB5008223 replaced by kb5037782

so the q is

1- Is this conflict normal? and my solution is suitable ?

2- Is kb5037782 only enough for the system and no need for KB5008223?
