If you are part of a group or organization with Azure resources, please check with your administrator to verify your permission level.
Lastly, if you encounter issues creating the App Service Plan within a specific resource group, try creating it in a different resource group where you might have the appropriate permissions. Alternatively, create a new resource group with the necessary permissions and proceed with creating the App Service Plan there.
