Stuck on Restart issue

Hello, I've been told to reset my laptop as it was lagging and I did as told and selected the keep files option. Then I've waited for about 10 hours on the reset sacree and was stuck on 78%. Then I read few questions and saw few videos on how to overcome that and most of them told to force shut down the laptop. Again I did as told and now it's stuck on the circling dots and is showing restarting. It's In an infinite loop. Then again I tried to force shut down 3 time and was said that the Troubleshooting options would be available, but I tried it for about a 100 times now but in vain. Please help me on this as soon as possible. Thank you.
