How do I use Microsoft Power Apps with a personal account?

Hi guys,

I am trying to use Microsoft's Power Apps product for personal usage. I have clicked the "try for free" option (https://www.microsoft.com/en-us/power-platform/products/power-apps)
It asks me to enter a work or school email to get started. When using my school email, it says "Please enter a work email for the best experience". When using my work email, it says " Access has been blocked by Conditional Access policies" (This is to be expected as I used a work email that does not have sufficient rights and I do not plan to use my work account for this anyway)

When following this guide for Power Apps (https://learn.microsoft.com/en-us/power-platform/developer/create-developer-environment), it states that if I do not have a work account or want a sandbox tenant, I can create a test tenant. So I can use a personal account anyways.

To create a test tenant, it says you can do so through the Microsoft 365 Developer Program or sign up for a one-month free trial or purchase a Microsoft 365 plan.

When signing up to the Micosoft 365 Developer Program, it says I can use a personal account, work email, or visual studio ID. I tried to do so using my personal account, however it says that I do not qualify for a Microsoft 365 Developer Program sandbox subscription.

What do I need to do so that I can sign up to Microsoft 365 Developer Program using a personal account? Is there a way to get a free trial or is there something else I need to pay for?

    We made some changes to the Microsoft Developer program and revised who all are eligible for the same. So, please make sure that you fall in the set of eligible individuals by looking here -- https://learn.microsoft.com/en-us/office/developer-program/microsoft-365-developer-program-faq#who-qualifies-for-a-microsoft-365-e5-developer-subscription-. It's likely that you don't fall into this list. In case you're in the allowed list of subscribers for this program and still face the same issue, the easiest way out for you here is to create a new personal Microsoft account (like Outlook, Live etc.) and sign up for the Microsoft 365 Developer Program using the new account. It'll unlock the program along with the Power Apps Community Plan.

"To complete the signup process, you'll need to use an email address provided by your work or school. This requirement ensures security and compliance with organizational policies".
