Can't access to ID@Azure developer portal

Hello,
I cant access to the ID@Azure Developer Hub, following URL.
https://microsoft.sharepoint.com/teams/IDAZDevelopers/
I'm trying to access from this page.
https://developer.microsoft.com/en-US/games/publish/idazure/welcome
I've already sent this issue to azure@microsoft.com but nobody respond.
The error message I've got is below.

Message: AADSTS50177: User account '{ my account email }' from identity provider 'live.com' does not exist in tenant 'Microsoft' and cannot access the application '00000003-0000-0ff1-ce00-000000000000'(Office 365 SharePoint Online) in that tenant. The account needs to be added as an external user in the tenant first. Sign out and sign in again with a different Azure Active Directory user account.

If you have a work account that has the same email ID as a personal Microsoft account, you might run into this error.
