How to create 1:1 message program in C# to Teams

Hello,

I'm developing a C# project and I need to be able to send Teams messages between users. I'm familiar with webhooks but sending a message in a channel doesn't work for me.

I'd like to know if I can use a user to send a DM to a specific user or if I can use a bot.
