It looks like you have some problems with windows upgrade, there are some other ways to download them.
For windows, open Windows Features and check .net 3.5. Then press OK and it should install.
You can also refer to: Install .NET Framework 3.5 on Windows 11, Windows 10, Windows 8.1, and Windows 8
