Multiple Desktops - Windows doesn't save Desktop configurations upon restart

I upgraded to Windows 11 V22H2 from Windows 10 because I had read that Multiple Desktops functionality would be improved in Windows 11. Specifically, it was stated Windows 11 would bring the ability to have different Backgrounds unique to each Desktop and the ability to save each Desktop configuration (so everything would be where it had been after restarting).
I use six Desktops that are highly configured with project-specific Apps on each desktop. I reserve a seventh Desktop for hosting Teams meetings.
Upon restarting my pc, Windows 11 does not reopen on the correct Desktop the Apps that I had open before shutting down. This makes Multiple Desktops not worth the effort needed to reconfigure them every time I restart.
Just for example, there is one Sticky Note on each of the seven Desktops. Upon restarting, all seven of those Sticky Notes open on a single Desktop.
Is there any way to save multiple Desktops so the Apps on them reopen on the right Desktop and in the right location on that Desktop?
