Getting "Graph Service Exception" when Issuer is set to custom domain

I'm encountering the error message "Issuer should match tenant's domainName for non-federated identity" when attempting to create or update a user through the graph API using a custom domain as the issuer. The custom domain is set as the default for the tenant, but the error persists. Any ideas on what could be causing this and how to resolve it?
