I specifically needs to install Windows 10 LTSC 2015 version, but as per my information it is not available for sell now. So can I purchase windows 10 LTSC 2021 under volume licensing and can I get media and product key of 2015 version of LTSC licenses under downgrade rights?

Those rights do not include access to Media and keys, you have to supply them yourself. The volume licensing site includes some of the more recent older versions but as they age out it is up to the user to supply media and keys.
