Why does Phi3:14b based on docker, ollama and open-webuis always reply in English?

When I talk to the model in open-webui, I always start the conversation in English and then add a reply in Chinese. I have asked for several times to use only Chinese reply, but I still use English reply. Is there anything I can do to enforce the use of Chinese replies?
