The following is the error I got,
Failed to execute command group with error An unexpected error occurred while executing command due to: Failed to pull Docker image mcr.microsoft.com/azureml/runtime/exe/execution-wrapper/installed:centralindia-stable due to: None
I have created Azure ML in Central India Location, I was following the tutorial steps in https://microsoftlearning.github.io/mslearn-knowledge-mining/Instructions/Exercises/06-exercise-enrich-search-index-use-model.html . Should I create the resource in different location? If so what all locations would work?

I have exactly the same problem, already tried regions "West Europe", "Germany West Central" and "East US" with the same negative result. So it seems not to be region specific. When I ssh to the compute instance and pull the same (public) image it shows the image is already there.
In my case I was trying to follow https://microsoftlearning.github.io/mslearn-azure-ml/Instructions/02-Explore-Azure-Machine-Learning.html. ("Regression - Automobile Price Prediction (Basic)")
I set up a compute instance and try to run the "train-regression-designer" pipeline. The job "linear_regression" fails with error message:
Failed to execute command group with error An unexpected error occurred while executing command due to: Failed to pull Docker image `mcr.microsoft.com/azureml/runtime/cap/lifecycler/installed:eastus-stable` due to: None -
