The error you are seeing is related to temporary issues on Microsoft's end, and you should try again after a few minutes. After some time, have you tried it again?
If the issue still persists, could you please share the correlation ID for the activity, i.e. the user's password reset request?
In my environment, I tried to reset the password for users in my domain and was able to do so. As shown in the image below, the status in audit logs is 'successful'.
Could you please check the roles you have? The table below shows the roles that have the ability to reset passwords.
