Power Bi tools - Pricing

Question

We need these tools:

1. Power BI desktop to create and design reports
2. We need to Publish these reports to PowerBI service
3. We need to use Power BI embedded version to be used within Front End.
4. We need to 3-4 users.

We need these information which we are no clear about:

1. The pricing for these tools?
2. How the usersetup?
3. How PowerBI embedded can access azure sql database which is not being enabled public. Through private endpoint. Seem that we need to have Power BI premium per Capacity which is a very expensive option for us.
4. Any docs on PowerBi where it compare the prices - although I have seen them but hard to understand them.
