Renew developer subscription after deletion

My renewable developer E5 subscription expired in Oct. 2023 and data deleted in Dec. 2023. The email stated that a new subscription could be created 60 days after the data was deleted, however I can't find or see anywhere this would be done? Appreciate any help in getting back into a developer tenancy, the existing data did not matter and just need an environment to work in.
