Cannot install W11 24H2 Preview Package (Build 26100.863)

I'm on insider preview channel. I'm having a proble to install preview release of 24H2:

  1. I received an auto-feed package of W11 24H2 on 5/22. Tried to install it, appeared the installation completed. But when rebooted, it got rolled back to its original status.
  2. I found on 6/5 MS blog its rollout was suspended for several weeks.
  3. On 6/15, I received a new package (Build 26100.863) and tried to install it believing the old problem had been resolved.

To my disappointment, I found the preblem still exist: Installation appeared to have been completed, but on re-boot, it gets rolled back to the original level again.

Question: Is there any way to finish up the installation. At least, I would like to have the new feature of 'blue tooth support' installed.

    Based on my search, Microsoft said that you can download the ISO file of Windows 11 24H2 from the RP channel on Microsoft’s webiste. Consider performing a clean installation of the preview release. This involves creating a bootable USB drive with the Windows 11 preview release and performing a clean install. Be sure to back up any important data before attempting this.

    I could clean-install W11 24H2 iso onto different SSD connected via usb. By changing system disk by bios, my PC system can now work either in 23H2 or 24H2 mode. Trying to install essential apps to 24H2 system.
