Subnet server not responding

Hi to all
I've installed a licence server on a new computer with Windows 10. Everything was okay with the previous computer?
The licence server is ok, except that the subnet server (local) is not responding. This machine is a standalone one and is not connected to a network.
I've checked my host file, variable, ports and firewall and everything is ok.
If you have any suggestions...

Before we go further, I would like to confirm the following questions:
1.What did you mean about server not responding? Could you please clarify more details? Did you mean cannot ping the license server or anything else?
2.What's the license server used for? Remote Desktop Services license server or anything else?
