    As an EDU org, you should have a pre-built "No chat" messaging policy in the TAC (https://admin.teams.microsoft.com/policies/messaging), assign this to the students. Or you can create a new one on the same page and configure the options as needed.

    In fact, no such feature now. If you turn off chat feature for certain students, they cannot chat in Teams whether in private chats or classes.
