Ethernet connection keeps dropping to 0

My ethernet connection keeps dropping to 0, which is very annoying for downloading things and loading browser tabs. I was having an issue where it was doing the same thing but so bad and so frequently I couldn't open a browser and fully load a tab at all, it would just stop. I have swapped out my ethernet cable RJ45s, gotten a new router, and I ended up fully resetting my pc. Now I can at least load into a browser and sometimes my connection goes up to 500 ish mbps, but other times it's peaking at 40-50 and drops to 0. How can I fix this?

    Hello,

    Try to perform Network Reset once:

    1. Open Settings app, click Network & Internet > Status > Network reset link.
    2. Now click on Reset button on next screen.
    3. In confirmation prompt appearing next, click Yes.
