I selected Storage Auto-growth option for my postgresql flexible server and then I restarted the server and since then the server is in 'restarting' state for 24 hours.

My Azure Postgresql Flexible Server has reached its storage limit, so I selected the Storage Auto-growth option. After 15 minutes nothing changed and I restarted the server. Since then, the server has been in 'restarting' state for 24 hours.
Type of Database: Flexible Server Burstable BS Series Compute B2ms vCore
The following message is displayed:
The server is currently in 'restarting' state. Please wait for the operation to complete. You can refresh to check status. Reach out to Microsoft support if the operation is taking too long.

Welcome to Microsoft Q&A forum.
As I understand, your Azure Database for PostGreSQL is stuck at restart stage from over 24 hours.
Could you please let us know the Region for the server?
Also, could you please try to use Azure CLI/Powershell command to get the server Stopped.
If this is urgent, we request you to raise support case so that dedicated engineer can investigate into your server.
