Azure OAI content filters removes City Name

My team uses gpt4o for one of our tax reporting app processes. The api calls to gpt4o refuses to provide a response to a city name in Georgia. The api call is made to correct the provided wrong address. When the city name of Cumming, GA is provided along with an incorrect postal code, the API returns a blank response due to content filtering.

Question for support team: Is it possible to whitelist this city name?
