I understand that you want to enable the communication (whitelist) from the App service to a Server on other network not Azure. In that case you have two options:
- In the network of the server you need to permit the Outbound addresses of the app service for incomming communication (https://learn.microsoft.com/en-us/azure/app-service/overview-inbound-outbound-ips#when-outbound-ips-change)
- Using App service virtual network Integration it's required some additional Azure resource such as vnets, nat gateway so you can control outbound traffic with network security groups to a limited extent, such as the target IP address, port, and protocol.
