vm is going cold?

Hi all,
we have a vpn site to site between the company and azure, the network topology is hub and spokes,
im running a few vms in azure with a private ip only, the first time im trying to rdp to those vms im getting no response, even ping is not return, but if im trying number of times to rdp then i succeed, its like the vm was sleeping...
if i no longer uses those vms than a few hours later the same issue.
what am i missing here, how can i prevent that from happening.

Never noticed an Azure VM server is going in "hibernate/sleep mode".

Maybe you could check if the VPN Site to Site connection is "up and connected" all the time.
This could also be a reason for the first "ping timeouts", if the VPN Site to Site connection needs to be "started" first after a disconnect.

thank you @Andreas Baumgarten but our network and security team check the vpn but they dont see any problems there,
i want to mention another thing, we used azure domain services and all the vnets configure to use the dns in the azure domain services.
all the vms are this domin on azure domain services, when i try to run nslookup from vm to the dns name of the domain services i got time out a few times, but after a few times it succeeded.

If you use nslookup to resolve the aadds domain name do you get an "authoritative answer" or an "non-authoritative answer".
Could you please check the dns server settings on the aadds joined machine.

I never heard before the VMs of a Azure AADDS service is using "hibernate/sleep" mode.
On the other hand getting a few timeouts and after a few times it succeeded sounds like "something" has to start first.

i tried to nslookup to the managed domain, you can see the screen shot attached, as you can see there is a time out,
the issue is also happening in web app in azure, we have a web app running in app service environment and the first time we open the app there is a few seconds delay getting the page.
because the app service environment is using the same custom dns i suspect the dns is the issue.
