vm is going cold?

Hi all,
we have a vpn site to site between the company and azure, the network topology is hub and spokes,
im running a few vms in azure with a private ip only, the first time im trying to rdp to those vms im getting no response, even ping is not return, but if im trying number of times to rdp then i succeed, its like the vm was sleeping...
if i no longer uses those vms than a few hours later the same issue.
what am i missing here, how can i prevent that from happening.

    Never noticed an Azure VM server is going in "hibernate/sleep mode".

    Maybe you could check if the VPN Site to Site connection is "up and connected" all the time.
    This could also be a reason for the first "ping timeouts", if the VPN Site to Site connection needs to be "started" first after a disconnect.
